Kebbi begins financial control, treasury training for MDA staff
The Kebbi State Government has commenced a four-day capacity-building programme aimed at strengthening treasury operations, financial controls and records management across Ministries, Departments and Agencies.
The programme, titled “Strengthening Treasury Operations, Financial Controls and Office Record Documentation,” is scheduled to hold from August 19 to 22, 2026, in Sokoto.
Speaking on behalf of the state government, the Special Adviser on Media and Strategy to the governor, Abdullahi Zuru, said the initiative was part of efforts to improve public financial management, institutional accountability and the effective documentation of government transactions.
He said the programme reflected the administration’s commitment to ensuring that public resources were managed transparently, responsibly and in accordance with established financial regulations.
He said, “Efficient treasury operations, sound financial management and effective records administration are fundamental to promoting transparency, accountability and good governance in the public service.”
Zuru explained that participants would receive practical training in financial documentation, internal controls, risk management, audit preparedness and compliance procedures.
He said the knowledge acquired would enable treasury personnel and MDA officials to maintain accurate financial and administrative records while strengthening accountability mechanisms within their respective institutions.
The first phase of the training will focus on public financial management and documentation standards, with emphasis on transparency, accountability, value-for-money principles and the legal framework governing the management of public funds.
The second phase will concentrate on office records documentation and control systems, particularly the proper management, preservation and retrieval of financial and administrative records throughout their lifecycle.
Zuru stressed the importance of proper documentation to effective governance, saying, “maintaining complete, accurate and reliable records is essential for effective decision-making, regulatory compliance, accountability and audit processes.”
The participants will also be trained on internal control mechanisms and risk management, including approval procedures, supervisory controls, financial reporting and appropriate responses to audit queries.
The government said the training would combine classroom sessions with practical exercises, case studies, simulations and group discussions to enable participants to identify documentation gaps, address control weaknesses and apply the lessons to their daily responsibilities.
It expressed optimism that the programme would improve the state’s audit readiness, strengthen financial reporting and enhance public confidence in government institutions.
The government further said improved financial and records management systems would facilitate more productive engagement with civil society organisations, professional bodies, development partners and other stakeholders.
It noted that “the commitment to transparency and accountability requires continuous strengthening of institutional systems and professional capacity.”
The state government also emphasised that prudent management of public resources should not be viewed as the responsibility of a single institution, stressing that “responsible management of public resources is a collective institutional responsibility.”
It added that effective internal controls, reliable records and accurate financial reporting remained critical to strengthening governance and improving public service delivery.
The programme is being held under the theme: “Gaskiya da Rikon Amana – Ginshikin Kyakkyawan Shugabanci” — Transparency and Accountability: The Foundation of Good Governance.
